  • Although it starts off well, this movie loses a lot of steam in the middle of the second act, just after the truth is revealed. It seems to be based on the conspiracy thriller from the 1970s that inspired Cap's second movie, The Winter Solider. Cap and the Red Hulk's climactic battle scene swiftly ends, and the flaming nerve of wrath vanishes as abruptly as it had arrived. Compared to the threat of earlier villains in the MCU, the narrative feels quite coherent, if not a touch mild.
