Owen served as a Senior Governance Advisor in Afghanistan and was the director of the USAID office overseeing assistance programs to democracy-building nations.  He  is now a fellow at the University of Central Florida. 

In this discussion they ask what went wrong and who is to blame for the fall of Afghanistan to the Taliban, and what to expect going forward.
